James O'Neill - Securing New Ground 2023 conference keynote speaker

James Patrick O’Neill is Global Head of Security & Safety at Visa.

In September 2016, O’Neill was appointed police commissioner of New York City by Mayor Bill de Blasio. Prior to his appointment as police commissioner, O’Neill served as the New York City Police Department (NYPD) chief of department, the highest uniformed position in the department, from 2014 to 2016.

O’Neill was raised in the East Flatbush neighborhood of Brooklyn, New York, the fourth of seven children. He holds a Bachelor of Arts in government and a Master of Public Administration from John Jay College in New York City.

O’Neill joined the New York City Transit Police in 1983 and began his career as a police officer patrolling the NYC subway in Manhattan.  In 1995, the Transit Police merged with the NYPD, and after the merge, O’Neill held various assignments, including precinct commander in the Bronx and Manhattan, commanding officer of the Vice Division, Narcotics Division, Fugitive Division, and Chief of Patrol. O’Neill and his executive team were the driving force behind the NYPD’s Neighborhood Policing Strategy.

In November 2019, O’Neill retired from the NYPD and accepted his position at Visa.

SNG day 1 concludes with a special keynote from retired New York City Police Commissioner James “Jimmy” P. O’Neill, who now serves as Senior Vice President and Global Head of Physical Security at Visa. Mr. O’Neill will share insights into his strategies for Visa’s global physical and personnel security and associated programs, through which he ensures that the company’s employees and assets are protected in the 200+ countries in which Visa operates.
